Abstract
The Indian government has recently unveiled an ambitious plan to link the major rivers. The purpose is to (i) provide water for irrigation in drought-prone areas, (ii) reduce the extent of annual flooding of the Ganga and the Brahmaputra, and (iii) generate additional hydroelectric power1. The project involves a massive expenditure of about Rs 560,000 crores (at 2002 prices) for the construction of a large number reservoirs, dams and canals. Many families will be displaced from their homes when the project is implemented, and will have to be rehabilitated.
